1. New Program starts December 1.2010
This morning we have received confirmation from the Government of Québec that the new program regarding a required investment of C$800.00 will officially launched on December1, 2010.

We expect that the Government of Canada will also announce the launch of the new Federal Program shortly in order to align with the news above. This announcement should most probably also include information on the discontinuation of the Simplified Application Process (SAP). This is in line with the Government of Canada’s previous announcement on simultaneous processing of applications received under the new and the past Regulations.

Yesterday the Ministère de I’ Immigration et des Communautés culturelles (MICC) announced officially, after approval from the Conseìl des ministres, that is suspends the reception of applications under the immigrant investor category from October 13 to November 30. 2010.

The October 13 date has to read as follows: the official cut-off date is at the closure of their offices on October 12.2010 for all files submitted in Montréal and the closure of their offices on October 13. 2010 for all files submitted to the Bureau d’immigration du Québec (BIQ) in Hong Kong will not be accepted.

As already mentioned in our last newsletters files received under the Québec program spiked after the Federal Program imposed an administrative pause earlier this summer. This increase considerably exceeds the targets set in the 2010 Immigration Plan for Québec. In order to remain competitive and to not endanger the processing of all immigration files, the MICC decided to use a similar mechanism before the launch of the new program. 2. Reminder-regulating immigration practitioners
The Regulation regarding immigration practitioners comes into effect today November 4. 2011. Then they will also have to meet the requirements.

An additional delay of 12 months is granted for the passing of the exam on immigration Regulations and 24 months for the acquisition of sufficient French language skiils.

Kindly refer to our last newsletter for a Q&A based on your numerous questions or to www.nicc.gouv.qc.ca/consultants for more information.
